The Public Sector team within Technology Consulting provides services to a range of UK Public Sector clients including those in Central and Local Government, Health, Policing, Housing and Education. We are often required to provide information sharing and analytics assistance and assurance support to other teams within KPMG, especially as it relates to cross-programme information sharing.

Our clients in the Public Sector are facing significant challenges and are turning to technology solutions to assist. They are constantly being asked to do more for less. Our services are of both an assurance and advisory nature.
This work is delivered through standalone assignments, or as part of external and internal audit engagements.

The Role
Responsibilities

A Manager within the team would typically be responsible for:

- Establishing themselves as a subject matter expert in Adult Services, Policing, or other government programme delivery, particularly as this relates to analytics, policy, information sharing and governance
- Designing and/or assuring public sector analytics offerings including outcome models, dashboards, and other tools
- Helping our public sector information sharing practice develop new analytics propositions and offerings to the market; lead proposal development and participate in pitches
- Building excellent client relationships across a range of clients
- Managing a team to deliver specific engagements
- Providing management and quality assurance over work done by our graduate trainees, analysts and assistant managers
- Drafting terms of reference and/or providing scoping of information sharing work
- Producing final reports and work papers for client engagements
- Actively identifying and progressing business development opportunities
- Developing internal networks and maintaining excellent relationships with colleagues across KPMG, but in particular in the wider Technology area and with audit colleagues
- Coaching and developing team members, both while on engagements and as part of a continuing performance manager role
- Contributing to the development of the overall infrastructure, government and health analytics practice, for example through delivering training on new or developing propositions relating to your work; providing assurance and formal or informal expertise to other projects; and identifying and pursuing opportunities to improve the services provided by the practice.

The Person


Programmatic Skills:

- Proven experience of successfully delivering data, analytics, policy and/or information governance services involving expertise relating to services provided in the local authority, policing, and/or government sectors, including experience in at least 3 of the following areas:
- Policy and/or programme analysis relating to the quality and development of government services especially those that interact with the vulnerable
- Designing and implementing analytics, dashboards and/or outcome models on behalf of government and the public sector
- Delivering business analysis and understanding of core business processes for adult services and other areas of the public and healthcare sectors
- Reviewing and assuring projects related to adults, particularly where these involve an element of using data to understand and improve services, or where health, justice, and social care integration is being pursued
- Experience with outcome modelling and data visualisation are significant differentiators. Experience with dashboard design is desirable

Technical Skills:

- Over 5 years of professional analytics work experience in architecture design and development of data analytics solutions.
- Hands-on technical capability: willingness and ability to “roll sleeves up” when required on projects. Understanding a variety of technologies and techniques so that the optimal solution can be determined for each project / task; including:
- Data analysis, manipulation, querying and profiling;
- Experience of leading and delivering analytical projects for internal or external clients, including the experience of leading and managing teams;
- Reporting using data visualisation tools (e.g. Microsoft SSRS, Tableau, Qlikview, Power BI etc);
- Knowledge of data aggregation and analytics tools (e.g. Alteryx, SQL Server Integration Services)
- Knowledge of database technologies (Microsoft SQL Server, Oracle)

Consulting Skills:

- Excellent communication skills (both written and oral) and interpersonal skills
- Experience in leading presentations on public sector programmes and outcomes especially as it relates to service improvements and leveraging information
- Experience in developing excellent client and internal relationships
- Experience in delivering work within tight timescales, to budget and to a high quality
- Excellent team player but able to work on own initiative
- Experience with sales leadership support is not expected, but sales-related skills should be demonstrated, including writing proposals and bids for funding, securing buy-in to proposed activities, and presenting to clients/stakeholders.

Qualifications and Skills

- Recognised certifications/qualifications or equivalent experience in adult services, data and analytics, statistical modelling and/or data visualisation
- Significant and proven experience working within, or partnering with, organisations serving the vulnerable or supporting them indirectly through outcome modelling and service delivery improvement (local authorities, police forces, Ministries, health providers or CCGs, relevant charity or voluntary sector organisations, care businesses, relevant policy organisations and think tanks, and community-based probation are examples)
- Ideally, a degree qualification in analytics, statistics, economics and/or adult social work or health or equivalent consulting or programmatic experience
